A Legacy of Academic and Healthcare Leadership!

Mr. McDonald previously served as President of a Caribbean university and as Chairman of St. Jude Hospital, where he led significant improvements in healthcare delivery. His career in public service includes senior leadership positions across multiple ministries in the Government of Saint Lucia, where he was entrusted with some of the nation’s most critical portfolios.

During these years, he spearheaded transformative initiatives that shaped Saint Lucia’s modern landscape: development of the National Health System Plan, the launch of Universal Health Care, and the establishment of ICU, dialysis, and maternity/gynecology units at Victoria Hospital. His leadership also extended to tourism, agriculture, and infrastructure, including the creation of the Ministry of Tourism, strengthening of the national tourism board, and oversight of the Roseau Dam project, which secured reliable water supply for the island’s northern communities.

Global Experience and Academic Credentials.

Before returning to Saint Lucia, Mr. McDonald built over 15 years of professional experience in Canada as Supervisor and Senior Biochemist at Montreal Hospital. His academic journey reflects both scientific depth and administrative excellence.

Degree in Biochemistry and Medicinal Chemistry.
M.Phil. in Management and Institutional Administration.
Diploma in Health Systems and Planning, Johns Hopkins University (USA).
Diploma in Project Planning and Management.
He is also recognized regionally as a CARICOM external and peer evaluator for institutional accreditation, lending his expertise to strengthen higher education systems across the Caribbean.

National and International Recognition.

Mr. McDonald’s service and leadership have been honored at the highest levels -

Member of the British Empire (MBE) – 2006.

Commander of the Order of the British Empire (CBE) – 2023.

His civic contributions include chairing and serving on numerous boards: Soufriere Marine Management Area, Soufriere Regional Development Foundation, Saint Lucia Tourist Board, Gaming Authority Board, CARE (Centre for Adolescent Rehabilitation and Education), and the Saint Lucia Transport Board. He is also affiliated with the Canadian Institute of Chemists and the Canadian Institute of Technologists, and has been a Justice of the Peace since 1996.

Community Leadership and Service.

Beyond academia and governance, Mr. McDonald has been a tireless advocate for community development. He has served as President of the Soufriere Parish Council, President of the St. Vincent De Paul Society, and Chairperson of the Soufriere Soup Kitchen, embodying a lifelong commitment to service and equity.
